Description:
The City and Borough of Juneau is looking for an exceptional individual to join our Management Team as the Director of Engineering. If you have strong leadership skills, solid experience in providing administrative direction for the design and construction of public projects, and you want to make a positive difference in the community where you live, you may be the right person for this position.
The successful applicant will have both a technical and administrative background in project engineering, possess excellent written and oral communication skills, and have a proven track record of success in building consensus and conflict resolution in the public arena.
Certification as a Professional Engineer/Architect is highly desired, but not required.
RESPONSIBILITIES
Engineering Director work is performed under administrative direction. This position directs the comprehensive management of the department’s programs including maintaining fiscal control of construction project’s funds and budgets. Responsible for the overall management and supervision of departmental employees.
This job family applies the practice of engineering, architecture, landscape architecture and related disciplines to the design, remodel, alteration, plans review and/or construction of:
· Subdivisions
· Buildings
· Structures
· Streets
· Harbors (docks, launch ramps, buildings, utility systems, and associated water related infrastructure)
· Parks (ball fields, parking lots, trails, shelters, restrooms, utility systems, and associated recreation related infrastructure)
· Water & wastewater treatment systems
Typical responsibilities include the following:
· Chairs the Capital Improvement Committee; prepares and recommends capital improvement projects and budgets.
· Staff liaison to CBJ Assembly’s Public Works and Facilities Committee – oversees preparation of staff reports, public information items, and capital budget recommendations.
· Provides broad direction to the Department’s Contracts Division and the Purchasing Department for solicitation of professional services and construction services.
· Resolves major disputes with consultants and contractors.
· Supervises City Engineer, City Surveyor, City Architect, Administrative Officer, and other support staff.
· Provides engineering and technical support to City Manager and CBJ Assembly.
· City and Borough staff liaison to Juneau School District’s Facilities Committee. Makes presentations on active school projects to Facilities Committee, School Board, and other public meetings.
· Oversees preparation of Engineering Department budget.

· Leads project staff with difficult projects; assigns project staff to difficult projects.
· Administers the implementation of Local Improvement District program, in coordination with the City Engineer
· Oversees the administration of the Building Maintenance program.
· Maintains professional relations with CBJ client departments.
· Provides broad direction to the General Engineering Division’s oversight of private developments.
· Makes oral and written presentations to the Assembly, Boards, Commissions, Client Department groups and the public.
· Develops and implements departmental policies and procedures.
· Other related duties as assigned.
DESIRED QUALIFICATIONS
Desirable Experience:
7 years of professional engineering or architectural experience.
Other:
Registration as a Professional Engineer (PE) or Architect is highly desired but not required.
Valid AK Drivers License is required at time of appointment.
