These markets are located in the Northeast, Mid-Atlantic, Midwest, Pacific Northwest and Northern and Southern California regions of the country. We currently own and operate approximately 50,000 apartment homes in the US and employ approximately 2,000 associates. We are currently searching for an Engineering Director to work at our Corporate Headquarters in Alexandria.

The Engineering Director will report to the National Vice President of Engineering and Maintenance

Provide technical management and support under the direction of the Vice President of Engineering and Maintenance for a large national portfolio of multi-family residential communities. General responsibilities will include: auditing maintenance operations, ensuring the development of training programs, acting as a leader and mentor to maintenance managers, developing long-term capital plans, performing energy analysis, monitoring regulatory compliance, managing capital expense projects, providing general technical support, providing engineering review on development projects, reviewing engineering studies for acquisition due diligence, and acting as liaison between regional offices, field, and corporate engineering and maintenance teams.

Supervises Engineering Managers as assigned and is responsible for recruiting, scheduling, work assignments, training, performance appraisals, and career development within area of responsibility; makes decisions or recommendations regarding hiring and termination. This position is expected to have influence over a wide spectrum of corporate, regional, and community level associates.

Responsibilities:
1. Conduct maintenance operations audits and assist maintenance staff in development of action plans to address deficiencies.

2. Provide direction for the implementation of preventive maintenance and resident work order programs.

3. Review maintenance contracts and provide assistance and direction to the AvalonBay procurement department for soliciting competitive bids at individual communities as well as on a consolidated basis across multiple sites.

4. Develop transition plans for new acquisitions and developments to implement AvalonBay engineering policies, procedures and programs.

5. Assist maintenance staff in preparing operating budgets.

6. Assist operations and maintenance staff in evaluating local and/or national issues arising from resident surveys and developing action plans to address inadequacies in existing service level.

7. Provide direction and oversight to the operations and maintenance staff in the development of annual and 5-year capital expense plans.

8. Evaluate and hire third party consultants for the development and implementation of capital expense projects as necessary.

9. Develop bid specifications within appropriate areas of expertise for more complex capital expense projects as directed.

10. Provide project management for select capital expense projects including tracking project status, evaluating change orders, and approving invoices.

11. Perform feasibility studies for major redevelopment and/or community repositioning projects. Act as project manager for approved redevelopment projects as directed.

12. Work with operations staff to ensure lease language pertaining to energy and maintenance issues meets the needs of AvalonBay. Ensure that calculations of billing rates for all utility expenses are appropriate.

13. Provide engineering guidance and design review to development and construction managers during the design phase of new developments.

14. Provide engineering support of new acquisition due diligence process. Assist the investments group during the disposition process to evaluate potential capital expense exposure and respond to purchaser’s engineers as required.

15. Work with design group to identify and evaluate products and standards for new and rehab construction.

16. Provide direction to maintenance staff for environmental issues such as asbestos operations and maintenance, indoor air quality, and underground storage tanks. Keep abreast of regulatory changes that may affect the industry.

17. Review existing asbestos operations and maintenance programs to ensure that proper procedures are being performed. Provide asbestos awareness training to maintenance managers and community operations associates.

18. Work with maintenance directors to evaluate maintenance manager candidates, determine adequate staff levels, and evaluate skill levels of maintenance personnel. Provide input during annual employee review process related to setting goals for maintenance managers and/or evaluating performance of specific maintenance managers as requested.

19. Act in a leadership role to mentor and develop local maintenance managers. Plan and schedule meetings regularly to develop initiatives related to area operations and training.

20. Present new corporate engineering initiatives and directives to the community associates. Keep properties informed of new issues in the industry. Be the catalyst for sharing engineering information between communities.

21. Develop engineering training programs addressing technical, safety, emergency preparedness, and tenant awareness issues. Periodically develop procedures for publishing in the AvalonBay Engineering and Maintenance Manual.

22. Keep operations, maintenance, and corporate engineering management staff updated on significant issues.

Qualifications:
Education:

Bachelors degree in engineering or engineering related field plus direct experience or working knowledge of HVAC design is desired.

Experience:
1. Seven (7) years in the field of maintenance operations, property management, the building services industry, or military service in a logistics or operations capacity with five (5) years of progressive responsibility in a management or leadership capacity.
2. Managing capital improvement projects, inventory management, logistics management, budget management, and human resources management.

Skills:
1. Ability to effectively manage the maintenance operations for a large portfolio of communities with a demonstrated history of addressing management issues in such areas as financial performance (expense controls), customer service, effective communications, team building, inventory management, and negotiations. Must have strong interpersonal skills and be able to interface effectively with all levels of corporate, operations and maintenance associates.
2. Ability to read and write English as demonstrated by clear and concise written and verbal communications. Demonstrated ability to create and deliver group presentations on property related subject matter and to write reports in a clear, concise form.
3. Must have strong technical knowledge in the following:
a. a wide variety of mechanical, electrical, and life safety systems pertaining to hi-rise multi-family residential communities,
b. building envelope waterproofing systems such as exterior wall sealants, flashing and roofing,
c. structural engineering issues related to concrete restoration and building curtainwall repair, and;
d. applicable OSHA, NFPA, and EPA regulations.
4. Must be skilled in the solicitation, contracting and management of a wide variety of third party engineering and consulting services.
5. Ability to perform basic arithmetic skills such as measurement, addition, subtraction, multiplication and division in order to do basic calculations and analysis such as estimating, determining averages, percentages, and totals as outlined under the Business Math Policy (8-01) in the AvalonBay Procedures Manual.
6. Ability to perform Microsoft Office applications such as word procession, spreadsheets and presentations. Must be able to develop complex spreadsheets. Experience with HVAC industry energy analysis software is desirable.
7. Ability to frequently operate general office equipment such as, but not limited to, personnel computer, telephone, photocopying machine, facsimile machine, and postage machine.
8. Ability to frequently operate motorized vehicles such as, but not limited to, a car, truck, van, or golf cart.
